IBS TV Liberty also known as IBS TV Leeds has been founded in 1986 by the French-German journalist, broadcast journalist and author of seven books, Andreas Klamm Sabaot, in the English city of Leeds, West Yorkshire, United Kingdom and in the city of Speyer am Rhein in Germany.

IBST TV Liberty and Radio IBS Liberty are operated as non-commercial radio and television programs and station productions in the English, French and Germany language for the purpose of international understanding, education, peace and the freedom of the press.

IBS TV Liberty and Radio IBS Liberty are a part of IBS Independent Broadcasting Service which has been founded in 1986 by Andreas Klamm Sabaot.

The TV and radio Programs are produced in the United States of America, United Kingdom, France, Togo, West Africa, Belgium and Germany.
